Kelli and Family, Our Deepest Sympathy to you and all of Bruce's Family on his passing. Bruce was highly respected by all Law Enforcement agencies, not only Monmouth County but all the departments in New Jersey. He will be greatly missed by so many people that he has helped and met over his many years as a TRUE PROFESSIONAL Police Officer and a Well respected Chief of Police. Terribly saddened to learn of the passing of Chief Phillips. His leadership was as dynamic as his personality. Bruce could and usually did, command the center of a room just by his presence. I valued his opinion on a variety of issues during my time as chief of police in Middletown Township and worked closely with him on issues of mutual interest. His advice was always sought and welcomed during my tenure. May the prayers and memories shared by others bring a measure of comfort to the family in the days, weeks and months yet to come. Rest in Peace Chief, until we meet again.

Bruce was a very dear and close friend of mine when were in high school. He overcame a physical handicap and was an exemplary athletic. Bruce had that determined attitude, bordering on obsession, to win, win, win. His positive attitude and leadership were infectious. I never saw him again after I left Red Bank; I am proud and honored to have known Bruce as that vibrant young man who drove very fast. RIP

The passing of Chief Philips is a very sad time. It was a tremendous pleasure to have known and worked with him and his whole department at my time with Monmouth County Police Radio and the Police Computer Office in Freehold, NJ. I will always have the greatest respect and appreciation for having known him as a true dedicated Police Officer and Chief of a great department HOLMDEL POLICE. You left a great legacy behind you in the building and establishing your department which will live on forever.
