Obituary of Phillip George Lang

Dr. Phillip 'George' Lang, of Holmdel, NJ, passed away on Sunday, June 5, 2011. He was seventy-one years old. Born in Staten Island, New York, Dr. Lang moved to New Jersey in 1963, finally locating in Holmdel where he lived with his beloved wife of many years, Barbara, for the past 28 years. He leaves two daughters, Yvonne Lang-Waterman and Melissa Lang, both of Florida. Also surviving are his two step-daughters and sons-in-law, Elissa and William Cahill, also of Holmdel, and Gina and Scott Ziegler of Alexandria, VA. George also leaves four grandchildren, Jason, Kathleen, Colleen and Timothy Flanagan and 2 step-granddaughters, Danielle and Kayla Lastella. Dr. Lang worked as Chief Chemical Analyst for Celanese Research and Development Corporation in Clark, NJ until 1964 when he joined the Union Beach Police Department. There he founded the Department's I.D. Unit for photography and fingerprint examination of accident and crime scenes. He was also distinguished for his drug interdiction work and multiple arrests on the bayshore. Dr. Lang joined the Marlboro, NJ, Police Department in 1971 as detective, was promoted to Sergeant in 1973 and then to Lieutenant in 1979, when he founded the Department's first Crime Prevention Unit, Neighborhood Block Watch and Operation Identification that trained residents on how to engrave markings on personal valuables for later identification. He later founded a Department Business Security Program where every Marlboro business received biannual crime prevention inspections greatly reducing burglaries, thefts and fraud. Finally, he implemented crime prevention education programs for residents and senior citizens and conducted lectures for schools, churches, synagogues and business associations. Dr. Lang rose quickly though the Marlboro P.D. ranks, becoming Patrol Commander in 1986, Internal Affairs Officer in 1988, Training Officer responsible for all firearms and in-service training in 1989 and shortly thereafter to Commander of the Staff Service Bureau where he oversaw all officer training and development of all department policies and procedures and the National Police Accreditation Program. Dr. Lang was quickly promoted to Captain 1991, assumed the position of Acting Chief of Police and finally was promoted to Deputy Chief of Police in 1997. He retired from the Marlboro Police Department in 1999. Dr. Lang's notable achievements include many awards and citations, including from the Old Bridge Police Department for the arrest of 4 members of an armed and dangerous burglary ring that plagued Monmouth and Middlesex County residents, another from the Holmdel Police Department for the arrests of 3 burglars in the process of breaking into a home, two separate life saving awards from the Marlboro Police Department for rescues of trapped persons and the Medal of Merit from the President of the United States for outstanding service. Dr. Lang was a founding member of PBA Local 196 Marlboro, a member of FOP Lodge 15 Marlboro and a member of the Retired Police Officers Association of Middletown, NJ. He was also a certified police instructor at the Monmouth County Police Academy where he taught every police recruit class for 27 consecutive years. From 1988-2008 he commanded of the Special Officers Police Academy. He also developed and taught 5 police computer course, which were the first ever for police in Monmouth County. George loved teaching and helped launch the careers of countless new police officers. After retiring from the Marlboro PD in 1999, George joined the Monmouth County Sheriff's Department as County Undersheriff. He was responsible for officer training at the Monmouth County Correctional Institute, where, for the first time in 2000, he was instrumental in attaining National Accreditations for MCCI and the Monmouth County Juvenile Detention Facility. He retired as Undersheriff and Accreditations Administrator 2005. After retirement, Dr. Lang served as an expert witness, testifying in many New Jersey courts on issues of officer training, security and safety. Dr. Lang received his Associates of Science from Brookdale Community College in 1976; a Bachelor of Science from Trenton State College in 1980; received Certified Criminal Justice Administrator status in 1991; received a Masters of Public Administration from Farleigh Dickenson University in 1991 and a Doctorate of Philosophy from LaSalle University in 1998. Dr. Lang was an adjunct professor at Jersey City State College and Farleigh Dickenson University, where he taught both undergraduate and graduate courses. He was a member Holmdel Republican Club; the Affiliated Republican Club of Monmouth County; the American Bar Association; American Society for Industrial Security; American Society of Law Enforcement Trainers; Monmouth County Crime Prevention Officer's Association, Vice President (retired); New Jersey State Crime Prevention Officers' Chairman State Legislation Committee, Vice President (retired); International Crime Prevention Officer's Association; National Association of Field Training Officers, Vice President (retired); Narcotic Enforcement Officer's Association; New Jersey Police Accreditation Coalition, Vice President (retired); National Association of Chiefs of Police; New Jersey State Identification Officers Association; Fraternal Order of Police; Police Writers Club; National Jail Association; New Jersey State Constitutional Officers Association; and Alpha Phi Sigma National Criminal Justice Honor Society. George especially enjoyed railroad history, traveling around the country to ride historical railroads and building model trains. He was a member of the National Pennsylvania Railroad Technical and Historic Society and the Pennsylvania Chapter Pennsylvania Railroad Technical and Historic Society. Dr. Lang was a lifetime member of St. Albans Episcopal Church, Staten Island, NY. Visitation will be held Tuesday from 2-4 and 7-9PM at the Holmdel Funeral Home 26 South Holmdel Road, Holmdel. A Funeral Service will be held in the Funeral Home Wednesday at 11:00AM. Interment will be in St. Gabriel's Cemetery in Marlboro.
